The village took its name from the marine mile that used to mark the distance from the mouth of the river, on the old riverbed of Sulina branch. In the past years, Mila 23 has known an impressive development from the tourist point of view. The only way to get here is by boat (from Tulcea or Crisan), making it the perfect retreat for nature lovers.

Having less than 500 inhabitants, Mila 23 describes faithfully the characteristics of the Lipovan village from the Danube Delta. The houses were built on a narrow stretch of sand along the old riverbed, on a single row. The windows are small, made of wood and painted blue. The inhabitants are mostly fishermen, belonging to various ethnic groups: Ukrainians, Russians, Lipovans and Turks.

Ivan Patzaichin, the famous canoeist, Olympic champion in 1972 and 1980, was born here, in Mila 23.
